かつて確かに存在した公式ページが、404、広告、別組織、あるいは不審に見えるページへ変わっていく。これは単なる「リンク切れ」ではなく、Web上の記憶・信頼・文化資産を誰が引き継ぐのかという問題である。

私の個人ページ「~taiji のページ」は1998年に始まり、当時の研究、音楽、ソフトウェア、知人のページへのリンクを残している。そのため、ページ自体が一種の小さなWeb史料になっている。
ところが、当時は意図した情報へ通じていた外部リンクの一部が、現在では消滅、移転、別用途への転用、広告表示などに変わっている。ここで重要なのは、すべてを「詐欺」と決めつけることではない。問題は、過去の信頼を帯びたリンクが、現在はまったく別の文脈へ読者を運び得ることである。

My personal homepage, the “~taiji” page, began in 1998 and still contains links to research, music, software, and people from that period. The page has therefore become a small historical record of the Web.
Some external links that once led to their intended information now lead to vanished pages, relocated content, unrelated uses, or advertising. The point is not to label every present operator as fraudulent. The structural problem is that a link carrying yesterday’s trust can transport a reader into an entirely different context today.

A domain name is a human-readable name remembered by people, cited in books and papers, and indexed by search engines. After expiration and the applicable recovery periods, a domain may eventually become available to a new registrant. Old links, bookmarks, email addresses, business cards, and printed citations can then funnel inherited trust toward a new owner.
- Loss of culture: essays, timelines, photographs, tour records, and contemporaneous notes disappear.
- Confusion over authenticity: readers can no longer tell what is endorsed by the artist, estate, or authorised steward.
- Security exposure: re-registered domains or abandoned DNS references may be used for advertising, redirection, impersonation, or other abuse.
- Broken citation responsibility: an old author may unwittingly send later readers to content that the author never intended to endorse.

ここで見落としてはならないのは、ドメイン名が単に「期限切れになり、誰かが偶然拾う」だけではないことである。今日では、登録中のドメインを譲渡する二次市場があり、失効したドメインも、削除されて一般公開される前後に、オークション、予約取得、仲介販売などの対象になり得る。ICANN自身も、多くのレジストラが失効名を第三者へ競売または再割当てする運用を行っていると説明している。
価値が付くのは、文字列の短さや覚えやすさだけではない。長年の公式利用によって蓄積された被リンク、検索上の評価、ブックマーク、印刷物への掲載、メールアドレス、そして「このアドレスは本人・団体のものだった」という人間の記憶も、買い手にとって流入や信用の源になり得る。つまり、過去の運営者が築いた文化的・社会的信用が、本人たちの意思とは無関係に換金される構造がある。
このため、問題は維持費の負担だけではない。登録料を払えなかった結果として失われる場合だけでなく、資産整理、投機、転売益、広告収入などを目的に、公式ドメインが「売れる名前」として扱われる可能性がある。公式サイトのドメインを通常の余剰資産と同じように処分してよいのか、という倫理的・制度的な問いが必要になる。
区別すべき点:一般語や創作語のドメインを正当に売買する行為まで、すべて不正とは言えない。一方、商標、著名人名、旧公式サイトの信用を狙い、誤認や転売益を目的に取得する行為は、サイバースクワッティングや不正利用の問題になり得る。本稿が問うのは、合法・違法の境界だけでなく、歴史的な公式アドレスに宿った信用を誰が処分できるのか、という責任の問題である。
What must not be overlooked is that a domain does not merely expire and happen to be found by a stranger. There is an active secondary market for transferring registered domains, while expired names may be auctioned, back-ordered, brokered, or reassigned before or after deletion. ICANN itself notes that many registrars auction or otherwise reassign rights in expired domain names to third parties.
The value is not limited to brevity or memorability. Years of official use may have accumulated inbound links, search visibility, bookmarks, printed citations, email addresses, and the human memory that “this was the artist’s or organisation’s address.” These inherited signals can become sources of traffic and trust for a buyer. Cultural and social credibility created by the former operator can therefore be monetised without that operator’s consent or participation.
The issue is consequently larger than the cost of renewal. A domain may be lost because nobody pays the fee, but it may also be treated as a saleable asset for liquidation, speculation, resale profit, or advertising revenue. We therefore need to ask whether a historically official domain should be disposed of in the same manner as an ordinary surplus asset.
A necessary distinction: buying and selling generic or invented domain names is not automatically unlawful. By contrast, acquiring a trademark, famous name, or former official domain in order to exploit confusion or extract resale value may raise issues of cybersquatting or abusive use. This paper asks not only where the legal boundary lies, but who has the moral authority to dispose of the trust embedded in a historical official address.

The Internet Archive’s Wayback Machine can sometimes recover a vanished page. It is extraordinarily valuable and indispensable to the preservation of Web culture.
Yet the reader must know the URL, choose a year, choose a date, and then determine which capture is the last one that still contains the intended material. Images, stylesheets, scripts, and externally hosted files may be missing. Following a link can lead to another capture date or back to the live Web. Reading one page can therefore become a small archaeological expedition.

- リンクを消す前に、由来を記録する。 当時の名称、旧URL、公式サイトとして参照した時期、最終確認日を残す。URLを史料として保存しつつ、危険な場合はクリック可能なリンクだけを外す。
- 現行先と保存版を併記する。 「現在の公式サイト」と「内容を確認した保存日時のアーカイブ」を分ける。Wayback Machineの年表だけでなく、目的の内容が読める特定のスナップショットへ直接案内する。
- 状態を明記する。 「現行」「移転」「保存版」「404」「別用途」「所有者変更の可能性」「広告化」など、確認できた事実を日付付きで表示する。「詐欺」などの断定は、根拠がない限り避ける。
- 到着先が別物なら、昔の名前で直リンクしない。 旧公式サイトの名称を掲げたまま、現在の無関係なサイトへ読者を送ることは避ける。必要なら、自サイト内の説明ページを経由させる。
- 保存を先回りする。 新しく重要なリンクを掲載する際は、その時点のページをWebアーカイブへ保存し、保存URLも記録する。後から探すより、参照した時に保存する方が確実である。
- 一つの行に複数の手掛かりを残す。 公式ドメインだけでなく、権利者・所属組織・図書館・作品データベース等の比較的安定した識別先も併記する。ただし、SNSだけを唯一の後継先とはしない。
- 定期的に点検する。 リンク集が文化的・歴史的価値を持つなら、年に一度程度、HTTP状態、ページ題名、転送先、内容の大幅変更を確認し、確認日を更新する。
- 異常を発見したら記録し、必要に応じて通報する。 フィッシング、マルウェア、なりすまし等が疑われる場合は、読者への警告、リンクの無効化、レジストラやホスティング事業者等への報告を検討する。
古いリンクを「削除する」だけでなく、「何を指していたかを保存し、今どこへ通じるかを説明する」。それがリンク元にできる継承作業である。

A referring-site maintainer does not own the destination domain and cannot prevent its expiration or sale. The maintainer can, however, avoid transferring the trust accumulated by an old link unconditionally to an unrelated new registrant.
- Record provenance before removing a link. Preserve the historical name, former URL, period when it was treated as official, and the last review date. Keep the URL as evidence, while disabling the clickable link when the current destination may be unsafe.
- List the live destination and the archive separately. Distinguish the current official site from a verified archived capture. Link directly to a capture that contains the intended material rather than only to a calendar of snapshots.
- Label the status. Use dated, factual descriptions such as live, moved, archived, 404, repurposed, possible ownership change, or advertising. Avoid alleging fraud without evidence.
- Do not send readers to an unrelated site under the old name. When the destination has changed identity, remove the direct historical label-to-domain link or route readers through an explanatory page on the referring site.
- Archive proactively. When adding an important reference, submit or preserve the page at that time and record the archival URL. Preservation at the time of citation is more reliable than searching years later.
- Leave more than one identifying trail. Alongside the official domain, include relatively durable references such as the rights holder, institution, library record, or work database. Do not make a social-media account the sole successor.
- Review links periodically. If a link collection has cultural or historical value, check HTTP status, page title, redirects, and major changes perhaps once a year, and publish the review date.
- Document and report harmful changes. When phishing, malware, or impersonation is suspected, warn readers, disable the link, and consider reporting it to the registrar, hosting provider, or another appropriate abuse channel.
Do not merely delete an old link. Preserve what it once identified and explain where it leads now. That is the referring site’s part in digital succession.
06「ファンが維持費を寄付すればよい」のか?Should fans simply pay the maintenance cost?

当然、この意見は出るだろう。ファンによる寄付、会費、クラウドファンディング、財団化は、文化資産の保存を支える有効な手段になり得る。愛好者が自発的に支えることを否定する理由はない。
しかし、維持費を集めるだけでは解決しない。誰がドメインの正当な所有者なのか、誰が公式情報を承認するのか、本人の死後や団体解散後に誰が認証情報を引き継ぐのか、寄付金を誰が管理するのか、改竄や乗っ取りが起きた際に誰が責任を負うのかという問題が残る。
また、「熱心なファンが足りなかったから消えた」という結論にしてはならない。公式性を与えてきた本人、遺族、事務所、レーベル、出版社、権利管理団体、博物館・図書館などにも、引継ぎの役割がある。
寄付は支援の仕組みであって、正統性と責任をファンへ丸投げする仕組みであってはならない。

This objection will naturally arise. Donations, memberships, crowdfunding, or a foundation can all help preserve cultural material. There is no reason to reject voluntary support from admirers.
But collecting renewal fees does not settle governance. Who is the legitimate registrant? Who may approve official statements? Who inherits credentials after an artist dies or a group dissolves? Who accounts for donated money? Who responds to tampering or takeover?
Nor should disappearance be blamed on an alleged shortage of “sufficiently devoted fans.” The artist, estate, management, label, publisher, collecting society, museum, library, or other institution that benefited from and authenticated the official presence also has a role in succession.
Donations should fund stewardship; they should not transfer authenticity and responsibility wholesale onto fans.

- Retain the domain after active work ends. Frequent updates are unnecessary; a final static page may be enough.
- Document a successor. Decide whether the artist, estate, company, label, or foundation will inherit registration and credentials.
- Distribute renewal oversight. Use auto-renewal, multiple contacts, two-factor authentication, and a management register.
- Preserve old URLs when moving. Where possible, use permanent redirects and explain the destination and date of migration.
- Publish a retirement page. State that the active site has ended, identify the official successor, link to archives, and name the rights holder.
- Do not rely on a single archive. In addition to Wayback captures, deposit static HTML, images, documents, and metadata with libraries, museums, or research institutions.
- Make donation schemes transparent. Publish the purpose, accounting, authority, and termination rules, separating donors from official editorial control.
- Do not casually sell an official domain. When transfer is unavoidable, disclose the recipient, purpose, relationship to the former site, and archival destination rather than silently commodifying inherited trust.
- Repair historical referring pages. Label the live destination, a verified archive capture, or the fact of disappearance.

公式サイトには、宣伝効果がなくなった後にも役割が残る。そこには、作品が発表された当時の言葉、活動の順序、社会との接点、ファンが共有した時間が刻まれている。
すべてのサイトを永遠に更新せよ、という主張ではない。少なくとも、公式として長年使われ、多数の場所から参照されたドメインについては、失効させて無関係な第三者へ渡す前に、静かな最終ページと明確な継承先を用意してほしい、という提案である。
人は亡くなる。団体は解散する。サービスも終わる。しかし、アドレスまで無言で別人のものにしてよいとは限らない。
An official site retains a function after its promotional value has faded. It preserves the words used when works were released, the sequence of a career, the relationship with society, and the time shared by an audience.
This is not a demand that every site be updated forever. It is a request that domains long presented as official, and widely cited as such, receive a quiet final page and a clear successor before they are allowed to pass silently to an unrelated party.
People die. Groups dissolve. Services end. It does not follow that their addresses should silently become someone else’s voice.

03SNSは公式サイトを完全には代替できないSocial media cannot fully replace an official website

Facebook、Instagram、YouTube、Xなどを公式発信の中心にすること自体は合理的である。更新が容易で、利用者が多く、映像や告知を拡散しやすい。しかし、SNSのアカウントは独自ドメインと性質が違う。
SNSでは、表示順、検索性、ログイン要件、規約、アカウント名、サービスの存続がプラットフォーム側に依存する。投稿は断片化し、全体を体系的に読みにくい。さらに、同名アカウントや非公式アカウントとの区別も、時間が経つほど難しくなる。
独自ドメインは「本籍」、SNSは「支店」と考えるのがよい。公式ドメインには最低限のプロフィール、権利者、現行SNSへのリンク、終了後の保存方針を置き、SNSはそこから辿れるようにする。

Using Facebook, Instagram, YouTube, X, or another platform as the centre of day-to-day communication can be sensible. These services are easy to update, widely used, and effective for distributing announcements and media. But a social-media account is not equivalent to an independently controlled domain.
Ranking, searchability, login requirements, terms of service, usernames, and even the continued existence of the service are controlled by the platform. Posts are fragmented and difficult to read as a coherent whole. Over time, distinguishing official, unofficial, and impersonating accounts may also become harder.
A useful model is: the independent domain is the registered home; social networks are branch offices. The domain should at least identify the rights holder, provide a stable profile, link to current social accounts, and state what will happen when active publication ends.
